Thomas Outterson Wood was born in Durham in 1843 and trained at Durham University College of Medicine and St Bartholomew's Hospital, London, earning his MD in 1886. After specialising in psychological medicine, he worked at several asylums before becoming Lecturer in Psychological Medicine at the University of Durham. He wrote several works on lunacy law, including publications relating to the Lunacy Act of 1890. A Fellow of the Royal College of Physicians of Edinburgh, he was active in the British Medical Association and the Royal Medico-Psychological Association. As a member of the council of the Royal British Nurses' Association, he worked on training and professional recognition for mental hospital nurses. He retired in 1915 and died in 1930.
