Percy Theodore Herring was born c.1873 in Yorkshire. He emigrated to New Zealand with his family in early life before returning to Britain to study medicine at the University of Edinburgh, graduating MB in 1896. After graduation he held appointments at the Edinburgh Royal Infirmary and Simpson Memorial Hospital. He was admitted as a Member of the Royal College of Physicians of Edinburgh in 1900 and elected a Fellow in 1903. From 1908 to 1948 he held the Chandos Chair of Physiology at the University of St Andrews.
