Joseph Dougall received his medical training in Edinburgh and entered the Indian Medical Service in 1859, his first posting being to Madras. He subsequently served at Singapore, Visakhapatnam, Rajahmundry and in Myanmar. During furlough from 1870 to 1872 he obtained his MD from Edinburgh. In January 1873 he was appointed Acting Senior Medical Officer to the Andaman and Nicobar Islands, a post made permanent in 1876. He oversaw the medical care of thousands of prisoners and conducted experimental treatment of leprosy using gurjun oil. As Secretary to the Photographic Society, he was noted for his use of photography in clinical practice. He died of typhoid in the Andaman Islands on 9 February 1879.
