John Fraser was born in Thornhill, Dumfriesshire, in 1845. He studied at the University of Edinburgh from 1868 to 1870, graduating with first-class honours. He was appointed Assistant Medical Officer at the Fife and Kinross District Asylum, where he served for seven years. He later became Deputy Commissioner and then Commissioner of the Board of Lunacy, devoting thirty-three years to the administration and improvement of institutions for the care of people with mental illness. He was elected a Fellow of the Royal College of Physicians of Edinburgh in 1895. After retiring from the Board of Lunacy in 1910, he was involved in charitable organisations in Edinburgh, including the Society for the Prevention of Cruelty to Children. He died in Edinburgh in 1925.
