Herbert Francis Hayes Newington was born in Ticehurst, East Sussex, in 1847, the son of Dr C E Hayes Newington. He was educated at University College London and obtained the Licence of the Royal College of Physicians of Edinburgh in 1878, becoming a Member the same year and a Fellow in 1898. He served as a medical officer at the Royal Edinburgh Asylum before returning to East Sussex as physician to Ticehurst Institution. He was active in local government and served as a county councillor in East Sussex. He died in East Sussex in 1917.
