Vacancy with:
Royal College of Physicians of Edinburgh

New Clinical Leads (International)

The College has been developing a comprehensive international strategy, overseen by a new International Executive (IE). The IE has been created as a strategic forum for the senior Clinical Directors of all College departments to influence the continuing development, coordination and implementation of the international strategy. There are 5 keys themes and 4 work streams to support implementation:

  1. International Training Fellowships (to include MTI)
  2. Emerging Countries
  3. Shared education opportunities
  4. Service and training reviews

Work streams 1 - 3 are well established and have potential for significant growth with immigration changes signalled in the UK. The search for funding to support emerging countries is a continuing challenge given budget constraints. The wider availability of linking technology offers many more opportunities to extend access to the education events and resources provided by all our Fellows and Members internationally.

Work stream 4 is relatively new but also has the potential for significant growth as international governments and colleagues request advice and quality assurance support.

The College now seeks to appoint 3 new clinical lead posts to support work streams 1-3. There is likely to be some overlap between the roles such that working together will bring benefit.

All posts are honorary although reasonable expenses will be reimbursed. The time commitment is expected to be 4 hours a week on average. Most meetings can be attended via webex.

International Training Tutor – to provide dedicated clinical expertise to the staff at the College receiving applications from international candidates to train in the UK as International Training Fellows  (ITFs),  including the MTI scheme. The main responsibilities are:

  • To promote the benefits of hosting ITFs to hospital trusts and health boards across the UK with training capacity;
  • To build partnerships with key countries and/or hospitals overseas to create confidence in the quality of trainee candidates and the training posts offered in the UK;
  • To support the screening and interviewing of interested applicants (generally by video link);
  • To ensure placements offer high quality training posts and that the training offered in such posts meets the College standards throughout the placement;
  • To oversee the coordination of assessment and certification of candidates at the end of their placements.

This post will provide much needed additional clinical input to ensure the quality of candidates and placements. The role will be supported by a team of 2 administrative staff experienced in the MTI scheme and the Head of Education and Training. The post holder will liaise regularly with the International Director and the Director of Training at the College and report to the International Executive

Development Tutor (International) -  to lead the College efforts to support emerging countries. Initially this will focus on workforce development and building capacity but could extend to quality assurance under work stream 4. Emerging countries include all those ranked by the World Bank as low middle and low income countries, many of which are in Sub Saharan Africa and the Indian sub continent.

The main responsibilities are:

  • To seek opportunities to support international projects that fit with available resources and the College’s wider strategy;
  • To seek funding from government and other sources to grow the portfolio of projects;
  • To build partnerships with other organisations working in target countries to complement effort and avoid duplication (voluntary organisations and HEIs);
  • To build an (international) network of Fellows and Members with the interest and time to participate in short projects in emerging countries (including those recently retired, those taking sabbaticals or trainees / students prepared to break their studies).

The role will be supported initially by the Head of Education and Training and will benefit from advice from external members of the IE from the voluntary sector, experienced in the field. The post holder will liaise regularly with the International Director and report to the International Executive.

Education Events Tutor (international) – to coordinate the programme of events delivered jointly with international partners, and ensure the College’s e-learning platform responds to the needs of international fellows and members.

The main responsibilities are:

  • To identify and assess opportunities for joint events with overseas partners for consideration by the IE;
  • To expand the interactivity of events projected to international centres;
  • To seek lead organisers for all agreed events, who will in turn oversee the development of programmes and recruitment of faculty;
  • To contribute to the e-learning modules and other material added to the College website, liaising with the network of international symposium  reviewers and the team supporting RCPE Manchester and the Department of Quality, Research and Standards;
  • To evaluate the impact of the e-learning and wider education programme on international Fellows and Members.

The role will be supported initially by a new International administrator with coordination responsibilities for overseas events and visits.  The post holder will liaise regularly with the International Director and report to the International Executive.
