The College response to this wide ranging review highlights a number of issues connected to “criminal acts” by doctors; the involvement of patients and families; processes leading up to a criminal investigation; police investigations and decisions to prosecute and the professional regulatory process. The College suggests that there is a fundamental need for reflection on how we have reached this point, and how circumstance, culture, context and system structures have contributed to this position.
