Background: Late last year, the Department of Health asked for the views of all involved in medical education, training and recruitment on proposals to manage access to postgraduate medical training for non-EEA international medical graduates (IMGs).

Now the Department of Health has been holding a 3 month consultation process to ask for more detailed views. The Department consulted on proposals for managing applications from medical graduates from outside the European Economic Area. Views were invited on the scale of the issue, the options available, and the Department's preferred option.

The Department has reviewed a number of options and at present the preferred option is to implement the guidance that will give priority to UK trained doctors. A draft of the guidance that the Department is currently minded to introduce is included as Annex A to the consultation document.

The eventual decision as to whether or not to implement the guidance and if so in what form, will be taken in the light of the outcome of this consultation exercise, an equalities impact assessment and the decision of the House of Lords. The Department will continue to investigate alternative solutions for the future, as well as seeking ways to improve workforce planning.
