Background: NHS Education for Scotland (NES) was carrying uut a consultation on its draft corporate Access to Information Policy and contacted the College and a wide range of other organisations who would have an interest in this Policy. NES invited comments on:

  • its draft findings from an Equality and Diversity Rapid Impact Assessment (EQIA) of the NHS Education for Scotland (NES) Draft Access to Information Policy
  • the draft Access to Information Policy iself

NES circulated:

  1. the Draft Policy
  2. their Rapid Impact Assessment
  3. the consultation questions.

Q1. Does the introductory section to the policy make clear the need for such a policy?

Yes.

Q2. The Policy is currently split into 3 sections: Publications, Events, e –Applications. Should any other Category of activity be included?

Generally no – but it may be worth clarifying whether routine or transient written communications that may need to be widely read are included within the publications section.

Q3. Do you agree with our findings on the potential beneficial impacts of the draft policy?

Yes.

Q4. Do you agree with our findings on the absence of any negative impacts of the draft policy?

Yes.

Q5. Do we need to make more changes to the draft policy?

It is unclear why paragraphs B11-16 are required within a document relating to equality of access to information.

Q6. Are there any changes we need to make to the conclusions and recommendations in our impact assessment to remove adverse impact, promote equality and ensure we are meeting our public sector equality duties?

No, although the absence of impact and repetition within the document does beg the question whether the template is entirely suitable for use in an education rather than a service context.

Q7. We want to make sure our impact assessments are easy to understand and accessible.  Does the structure and layout of the current report help?

Yes – but see comments above about repetition.

Q8. We want to make sure the monitoring processes to check the effectiveness of the policy are appropriate and adequate. Do you consider the proposed monitoring process will achieve this?

Yes.
