Background: In line with the strategic direction and policy thrust of Delivering for Health, this consultation document sets out how NHS QIS can best support the drive to move care from hospital settings into the community. The proposed strategy gives a context within which a coherent approach to the work of NHS QIS can be developed, with the aim of 'adding value' and building on the existing quality improvement activity underway in community and primary health care services.

The draft strategic framework is being issued for consultation to get as much feedback from stakeholders as possible. During the course of the consultation, NHS QIS will be holding a series of regional events to provide services with the opportunity to discuss the content of the draft strategy.
