Background: Both the Department of Health and the Scottish Government are considering proposals for managing applications to foundation and specialty training programmes in the National Health Service from medical graduates from outside the European Economic Area [EEA].

Recruitment to specialty training in 2008 will begin early in January 2008. The arrangements for managing applications from medical graduates from outside the EEA will be critical. These had to be decided before the end of October to inform the design and implementation planning and so that advice to applicants about eligibility can be issued.
