Background: In accordance with the Welsh Language Act 1993, The Healthcare Commission has prepared a draft Welsh Language Scheme which sets out how it proposes to deliver services to the public in Welsh. The Healthcare Commission has adopted the principle that in the conduct of public business in Wales, it will treat the English and Welsh languages on a basis of equality. This scheme sets out how the Healthcare Commission will give effect to that principle when providing services to the public in Wales.

The Healthcare Commission exists to promote improvements in the quality of healthcare and public health in England and Wales. In England, the Commission is responsible for assessing and reporting on the performance of both NHS and independent healthcare organisations, to ensure that they are providing a high standard of care. It also encourages providers to continually improve their services and the way they work.

In Wales, the Commission's role is more limited and relates mainly to working on national reviews that cover both England and Wales, as well aas its annual report on the State of Healthcare.

The Healthcare Commission will prepare a report based on the comments received which will be submitted with the final version of the Scheme to the Welsh Language Board.

WELSH LANGUAGE ACT 1993 PUBLIC CONSULTATION DRAFT WELSH LANGUAGE SCHEME

The Royal College of Physicians of Edinburgh is pleased to respond to the Healthcare Commission on Welsh Language Act 1993 public consultation draft Welsh Language Scheme.

The Royal College of Physicians has a number of Fellows and Members working in the NHS in Wales and is therefore pleased to confirm our agreement with the proposed Welsh Language Scheme.

The scheme appears comprehensive and is largely already implemented, building on existing good practice. The scheme is important to ensure compliance with the Welsh Language Act but more importantly to encourage effective communication with patients within a bilingual society.
