RCPE welcomes EC review of EWTR

On 21st December 2010 the European Commission launched the second stage of consultation in the review of the implementation of the European Working Time Regulations in member states.

Commenting on this consultation, Dr Neil Dewhurst, President of the RCPE, said,

“We welcome this announcement and the progress made thus far. Successive surveys and independent reviews have shown that the implementation of the EWTR has had an adverse effect on the quality of medical training and has placed severe pressure on the NHS’s ability to provide round-the-clock medical care throughout Scotland and the UK.

“The RCPE recognises our Fellows and Members’ concerns about the adverse impact of the EWTR, but also that a return for doctors to working long and potentially unsafe hours is not desirable. We will engage with this review in order to ensure that doctors’ practical experiences of the EWTR are taken into account.”

The consultation period runs to the end of February 2011. Any proposed legislative changes can only be implemented after an impact assessment is completed and this is currently scheduled for the third quarter of 2011.
